Changes in State Final Certification for 9th Graders

In 2028, Ukraine plans to implement the State Final Certification (SFC) for 9th graders, which will encompass two key areas: language and literature, and mathematics. However, the full implementation of this system is expected no earlier than 2029.
According to the Ukrainian Center for Quality Assessment in Education, in autumn 2026, a trial will be conducted for specific tools and procedures for SFC at the 9th-grade level. Approximately 2000 10th-grade students from institutions piloting the New Ukrainian School's educational approaches will participate in this process.
In 2027, the piloting of SFC-9 will continue, during which updated tools and procedures for assessing students in the language and literature and mathematics areas will be tested, including the use of a specialized educational platform currently being developed by IT specialists.
Also, in 2027, a preliminary trial of tools from other educational fields such as civic, historical, natural, informational, and foreign languages will commence.
By 2028, the full launch of SFC-9 is anticipated, while additional piloting for other educational areas will also take place.
Thus, the comprehensive implementation of SFC-9 as a cohesive system will only be possible by 2029, according to UCEQA data.
Remember that starting in 2027, 4th-grade students in Ukrainian schools will also take the state final certification in the form of external independent assessment.
