New Spam Blocking Rules in Ukraine

Starting from October 2, new regulations have been implemented in Ukraine, allowing operators to block spam numbers. The Ministry of Digital Transformation has clarified how ordinary Ukrainians can take advantage of this. The relevant guidance was published by the Ministry.
«Tired of receiving calls from language schools and offers for quick cash? As of October 2, new rules permit operators to block spam numbers. There are several options to eliminate unwanted calls that you did not consent to», the statement reads.
The ministry advises Ukrainians to file complaints about spam with their mobile operator, the government hotline, or submit an application to the National Commission for the Regulation of Electronic Communications through its website.

The operator will check the number that received the complaint and will block it if it meets at least two of the following criteria:

  •  calls are made without any communication;
  •  the average call duration over 7 days is less than 60 seconds;
  •  more than 50% of calls are made to different numbers;
  •  the number cannot receive return calls;
  •  recorded messages are played during the call;
  •  complaints from subscribers;
  •  the number of incoming calls that do not result in a conversation is less than 5% of the total incoming and outgoing calls for that number;
  •  the number is for calls only, not for SMS or internet.

The relevant regulations are set forth in the Cabinet of Ministers' resolution dated June 25, 2025, No. 761 «On Approval of the Rules for Providing and Receiving Electronic Communications Services».
