Launch of the K4 Military Startup Initiative

16 July 2025

The Ministry of Defense of Ukraine announces the launch of the K4 Startup Studio program, aimed at fostering military startups in artificial intelligence. The goal is to create solutions that can provide a technological edge on the battlefield. This initiative is supported by the Federal Ministry of Defense of Germany and the Office of Effective Regulation (BRDO).

K4 represents a novel form of collaboration, uniting developers, military experts, and world-class mentors.

The Ministry has identified 4 key challenges that directly address the needs of the military. Teams will submit their solutions in these areas or propose their own AI ideas for defense. A complete list of challenges can be found on the website: k4.mod.gov.ua.

Selection of participants will occur in multiple stages. Up to 10 teams will be chosen to participate, with 4 receiving grants of $250,000 each for their technological solutions. Teams will be evaluated twice by a specially formed Grant Committee comprising military experts and end-users of new technologies.

Each team will first undergo a 4-month intensive development program: mentorship from leading Ukrainian and international experts, combat testing of their solutions, and feedback directly from military personnel. Following this, there will be 6 months of individualized support aimed at securing investments and/or signing government procurement contracts.

The K4 Startup Studio model is built on the best practices of accelerators. The main advantage for startups is direct access to end users and the ability to scale their solutions within the real defense system. For investors, it provides swift access to technologies tested in wartime conditions.

“In Ukraine, artificial intelligence is already undergoing combat trials. We are not just adapting – we are setting trends. We have real examples of effective AI application in combat conditions, which is why we believe in this direction and invite partners to invest in Ukrainian developments. K4 is a program for those ready to transform their code into weapons in the hands of our defenders,” said Kateryna Chernohrenko, Deputy Minister of Defense for Digital Development.

Applications can be submitted until August 15, 2025, at k4.mod.gov.ua.

We invite developers and investors who want their innovations to work where it truly matters – on the battlefield. K4 is your gateway to technologies that change the rules of warfare.
