Healthcare Institutions in Odesa: Energy Security and Autonomy

07 November 2025

In Odesa, there are 33 municipal healthcare facilities that provide urgent, planned, rehabilitation, and palliative medical assistance to the city's population, military personnel, and internally displaced persons.

Amid the challenges of war, a priority task is ensuring the autonomy and energy independence of these medical facilities.

All healthcare establishments are equipped with diesel and gasoline generators of varying capacities in case of power outages. Currently, there are 152 generators in medical institutions, with 63 being high-capacity units. In the event of a power supply disruption, the high-capacity generators in city cluster hospitals that operate around the clock automatically activate to ensure the operation of medical equipment.

Seven healthcare facilities are equipped with solar power stations and energy storage devices.
The medical institutions and their structural units have 14 gas, diesel, and solid-fuel boiler houses, which provide autonomous heating. Additionally, preparatory work is underway in some hospitals to install modular boilers using alternative fuels under the Memorandum with the World Health Organization Bureau in Ukraine, and work is ongoing to commission a modular gas boiler.

With financial support from UNICEF, four city hospitals have been equipped with artesian wells and drinking fountains, ensuring autonomous water supply. Medical institutions are stocked with technical and potable water supplies.
