Advancing Artificial Intelligence in Ukraine

A project is underway in Ukraine to develop a large language model based on Google’s Gemma 3 technology. This initiative is being carried out by the Ministry of Digital Transformation in collaboration with the mobile operator "Kyivstar".

Mykhailo Fedorov stated that the primary aim is to achieve a top-three global status in artificial intelligence by 2030. Having a native language model is a crucial step toward this goal.

Fedorov also highlighted the rationale behind choosing Gemma from Google:

• an optimal balance of performance and resources;
• support for the Ukrainian language;
• capability to process both text and images;
• foundation for the best Ukrainian language models.

This Ukrainian LLM will serve as a basis for the strategic development of AI in Ukraine, as the quality of our public services is directly linked to the effectiveness of the LLM. The next step involves training Gemma on Ukrainian text and testing the model.
