Kyivstar Trials New Communication Technologies

The National Commission for Regulation of Electronic Communications (NCR) has granted "Kyivstar" permission to test cutting-edge satellite communication technology - Direct to Cell. The Ukrainian operator is the first in Europe to initiate these trials, becoming one of the leaders globally alongside the USA and Australia.

During the tests, "Kyivstar" will evaluate SpaceX's Direct to Cell technology, particularly the ability to receive SMS on regular 4G smartphones without the need for additional devices. The first successful connection has already been made - the "Kyivstar" SIM card has registered in the Starlink satellite network in the USA.

This new communication format will provide coverage in so-called "white spots" - remote or damaged areas lacking traditional mobile signals. This technology is especially crucial during wartime when infrastructure may be destroyed or disconnected. It will operate in open areas with a clear view of the sky.

Testing in Ukraine is set to begin in the summer of 2025, with broader accessibility expected in the fourth quarter.

"This move confirms our technological leadership. Direct to Cell will enhance our network and allow us to stay connected even in critical conditions," said Oleksandr Komarov, CEO of "Kyivstar".

It is worth mentioning that "Kyivstar" has signed an agreement with Starlink, a subsidiary of SpaceX, to launch the Direct to Cell technology in Ukraine by the end of 2024. This is the first such agreement in Europe.

Recently, the Ministry of Digital Transformation also signed a memorandum with "Kyivstar" for the development of a Ukrainian LLM. The mobile operator will act as a strategic partner and investor in this project.
