Divergences Between Kyiv and Washington: New Challenges in Peace Talks
Kyiv and Washington are experiencing substantial divergences in the framework of peace negotiations with Russia. The key issues revolve around Ukraine's security demands and the U.S. stance on Crimea's annexation.

Details: According to the information, the U.S. and Ukraine have conflicting views on critical elements of the future agreement to end the conflict.
Ukraine demands security guarantees not only from Europe but also from the U.S., while the initial U.S. proposal suggested that reliable guarantees would come solely from Europe.
Additionally, the U.S. proposal to recognize Russia's control over Crimea is completely unacceptable to Ukraine.
Kyiv insists on discussing the issue of territories seized by Russia since the beginning of the invasion in 2022 after a ceasefire is achieved.
Ukraine's counterproposal, which was also supported by France, the UK, and Germany, was handed to Donald Trump's representative on Ukrainian issues, Keith Kellogg. It calls for an immediate and unconditional ceasefire from both sides, which is the primary requirement of Kyiv before any further actions.
Word for word: "At the same time, Ukraine has generally agreed to several provisions of the initial U.S. plan, including: gradual lifting of sanctions against Russia imposed since 2014 after the peace plan is implemented; Ukraine's renunciation of NATO membership; freezing the frontline; and returning control over the territory around the Zaporizhzhia nuclear power plant."
Details: Despite the existing divergences, the steps Ukraine is taking to actively participate in negotiations are significant, Ukrainian officials noted.
"The fact that Ukraine is ready to discuss territories is a huge step. However, if Trump does not consider this a significant concession, that could be a problem," the source stated.
Background:
- President Volodymyr Zelensky stated on April 25 that Ukraine needs as strong security guarantees from the U.S. as Israel does – on land, in the air, and at sea.
- Earlier, media reported that the Trump administration provided Ukraine with a one-page document presented as a "final proposal" for a peaceful settlement. Among other things, the U.S. is prepared to recognize Russia's control over Ukrainian Crimea and ease sanctions against Moscow.
- President Zelensky said on April 24 that the U.S. offered its strategy regarding Ukraine's territories during negotiations in London, but after their proposal, "another paper appeared."
