Ukraine's Financial Needs for 2025 Fully Met

Ukraine's needs for external financing in 2025 have been fully met.

This was announced by Ukraine's Minister of Finance, Serhiy Marchenko.

“This year, budget support from key partners amounts to 16.8 billion USD. Through our coordinated efforts, we have fully addressed our external financing needs,” he stated.

He also noted that Ukraine must remain financially prepared for any developments.

“In 2026, international support will be critically important for maintaining financial stability, recovering the economy, and attracting foreign investments,” Marchenko added.

The external financing requirement for 2025 is 39.3 billion USD.

Marchenko further informed that due to an increase in domestic revenues and stable financing, the country is gradually reducing its budget deficit.

“As of the first quarter of 2025, total state budget revenues increased by 1 billion USD compared to the same period in 2024,” the statement reads.

Additionally, thanks to the issuance of government bonds, the budget has already attracted 3 billion USD in 2025. The budget deficit is projected to decrease to 19.4% of GDP in 2025 from 24% in 2024.
