New Regulations for Walking Large Dogs in Odessa

The Odessa city hall is developing a new project aimed at addressing the issue of walking large dogs without muzzles and leashes. This matter is expected to be presented to the city council in 2025.

Details of the Initiative

The struggle against large dog owners who walk their pets without proper control has been ongoing since 2020. However, effective mechanisms to resolve this issue have yet to be implemented. Council members are proposing to adopt new regulations, although the document is still in the drafting phase.

"Unfortunately, many owners of large breeds, particularly fighting dogs, continue to walk them without muzzles and leashes, leading to potentially dangerous situations. There have been instances where large dogs have attacked people and children, damaging clothing and causing injuries. We aim to ensure that our services can impose fines and control dog owners," stated one council member.

The environmental department added that currently, it is not possible to approve rules that would allow for fines for walking large dogs without muzzles, as this contradicts existing legislation.
