New Regulations for Gambling Industry in Ukraine
Starting from April 1, 2023, new regulations have come into effect in Ukraine that restrict advertising and sponsorship of gambling activities. However, only parts of the new law are currently implemented.
This is reported by dev.ua.
The new regulations introduce a new governing body for the gambling industry called "PlayCity," which will replace the existing KRAIL, which is being dissolved. Instead of traditional inspections, controlled gaming is being introduced, along with restrictions on access to illegal gambling websites and applications.
Advertising for gambling is strictly prohibited, with some exceptions:
- on television and radio during night hours (from 11 PM to 6 AM);
- in media aimed at individuals over 21 years old;
- on platforms and search engines with a target audience over 21 years old.
Sponsorship is banned, except for sponsorship in sports.
Additionally, offering free bonuses, the involvement of military personnel and celebrities in advertising, as well as the use of military themes, is prohibited.
The law stipulates blocking illegal websites, tightening requirements for game organizers, and prohibiting licensing for individuals with tax debts. All financial transactions in gambling must be conducted solely through bank accounts.
Lotteries are also subjected to most restrictions applicable to the gambling business. The law establishes requirements for the reputation of officials, tax obligations, and limits connections with aggressor countries.
Moreover, limits on spending and gaming time, mandatory breaks, and "mystery shopping" during inspections with video recording are introduced. Betting on credit is forbidden.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, with the decision of the National Security and Defense Council taking effect on April 20, 2024.
Reminder:
President Volodymyr Zelensky signed bill No. 9256-d to strengthen control over the gambling market.
The procedure for dissolving the Commission for Regulation of Gambling and Lotteries will commence on April 1.
