Preparation for M-15 Road Construction Begins

In the Odesa region, preparations have officially commenced for a large public investment project – the construction of the M-15 Odesa — Reni road. However, actual construction can only take place after the war concludes. This information was reported by the Ministry of Community and Territorial Development.
An agreement to cooperate was signed by the Head of the Recovery Agency, Serhiy Sukhomlyn, the head of the Recovery Service in the Odesa region, Andriy Donchenko, and the director of the PPP Agency, Niko Gachichiladze.
The "M-15 Odesa — Reni" project is a priority for implementation and has been included in the state’s public investment program for 2025. It involves the complete reconstruction and new construction of over 300 kilometers of roadway, which is part of the European route E87", the statement reads.
"It is important to emphasize that while preparations for the project are starting, its implementation can only occur after the war ends", the ministry stressed.
The project is being developed under the World Bank's PREPARE program.
Recall that last summer, the Ministry of Community and Territorial Development announced that it would begin implementing its first pilot project with the World Bank under the new Ukraine Project Preparation Framework (Ukraine PPF). This will be the reconstruction of the M-15 Odesa – Reni highway.
Earlier, it was reported that over the three years of large-scale invasion, the Recovery Agency (formerly Ukravtodor) had paid 54.69 billion UAH in previous debt obligations for road repairs. This includes paying off loans/bonds and interest.
It was also reported that an additional 11 projects in the transport sector, two projects and two programs in municipal infrastructure and services, as well as one housing program were included in the expanded Unified Project Portfolio of the state.
Earlier, the Ministry of Finance reported that the approved government unified project portfolio of public investments includes 149 programs and projects with a total value of over 269 billion USD.
