Latest Updates on Weather Impact in Odesa

Address from the Mayor of Odesa, Gennadiy Trukhanov, to the residents:

Dear residents of Odesa!

As of 12:00 on October 3, 2025, we have unfortunate news to share.

According to official reports, 9 people have died due to the severe weather in Odesa, including one child. Three individuals have been injured.

I have signed an order to provide financial assistance of 100,000 hryvnias to the families of the deceased. For the other two individuals whose bodies were found, an investigation is underway to determine the circumstances of their deaths. Preliminary information suggests that their deaths were due to different causes.

A total of 868 buildings have been damaged, including:

• 286 private homes,
• 582 apartment buildings, affecting 723 apartments.

Currently, 701 buildings have been inspected, which is 75% of the total number. Water removal is still needed for an additional 30 buildings, of which 14 are private. The need for new gas boilers stands at 70 units of various models. Preliminary calculations indicate that the total required expenditures exceed 130 million hryvnias. Our staff is working on-site.

Residents can also reach out to their local administration for assistance in applying for material assistance from the city budget:

• for apartments — up to 87,500 hryvnias,
• for private homes — up to 190,000 hryvnias.

We are appealing to central government authorities, and if support is granted, the amount of assistance will be increased.

220 households remain without electricity, of which 203 are apartments. The transportation infrastructure is mostly operating as usual. Tram No. 20 is not running due to damaged tracks. Trams No. 1 and No. 7 are operating on modified routes.

Educational institutions are functioning in-person, except for 8 schools that have shifted to remote learning, along with two kindergartens.

Medical facilities are operating as normal.

160 resilience points have been opened, with a total of 270 visits since their establishment.

Utility services continue to address the aftermath of the disaster: clearing branches and fallen trees, restoring roads, and drying basements and ground floors. In the morning, 78 units of equipment and over 800 personnel are on duty. In the Kyiv district, over 230 cubic meters of household and construction waste have been removed.

Work will continue without breaks or weekends. Preliminary estimates suggest that we will need another two weeks, mainly for recovery efforts in the private sector.
