Amendments to the Criminal Code: New Realities

Recently, the official publication of the Verkhovna Rada, “Golos Ukrainy”, reported on the adoption of Law No. 4555-IX “On Amendments to the Criminal Procedure Code of Ukraine concerning the peculiarities of pre-trial investigations related to the disappearance of persons during martial law”.

According to the document, the new law takes effect the day after its publication.

As reported by Ukrinform, on July 22, the Verkhovna Rada passed a law that reduces the powers of NABU and SAP.

Specifically, it refers to draft law No. 12414 "On Amendments to the Criminal Procedure Code of Ukraine concerning the peculiarities of pre-trial investigations related to the disappearance of persons during martial law", which has undergone several revisions.

After the law was passed, NABU director Semen Kryvonos urged the President not to sign it, stating that "two independent institutions – NABU and SAP - are effectively being placed under dependence".

President of Ukraine Volodymyr Zelensky signed the law regarding the peculiarities of pre-trial investigations related to the disappearance of persons during martial law, which reduces the powers and effectively deprives NABU and SAP of independence.

Members of the Ukrainian Parliament are initiating a petition drive and preparing a constitutional submission to the Constitutional Court of Ukraine regarding the law that limits the powers of NABU and SAP.
