New Funding for Ukraine's Recovery: Outcomes of the URC2025 Conference

The Ministry of Community and Territorial Development of Ukraine announced during the URC2025 conference the signing of agreements, memoranda, and joint statements that secured investments totaling 3.55 billion euros for recovery.

The information was provided by the ministry's press service.

"We received a clear message from our friends and partners: they are ready to invest in Ukraine's recovery. This is evidenced by the initiative to create the 'Recovery Coalition' and the signing of several agreements, memoranda, and joint statements worth over 3.5 billion euros," emphasized Deputy Prime Minister for Ukraine's Recovery Oleksiy Kuleba.

In particular, the Ministry:

  • signed 5 agreements amounting to over 370 million euros;
  • signed 6 memoranda totaling approximately 379.3 million euros;
  • issued 4 joint statements, announced 1 grant funding initiative, and received 1 approval for fund allocation totaling 232.7 million euros.

Additionally, the Ministry signed a memorandum with the Italian Ministry of Foreign Affairs regarding insurance coverage up to 100% for banks on export credits amounting to 1.5 billion euros.

"This opens up opportunities for blended financing of projects for communities – combining subsidized loans and grants, as well as purchasing Italian goods and services for recovery," the ministry explained.

During the conference, 10 agreements were also signed between the EU and development banks to finance recovery sectors, municipal infrastructure, energy, heating, transport, and business support, totaling 929.3 million euros.

Furthermore, the ministry separately initiated consideration of allocating 140 million euros from the Council of Europe Development Bank: 80 million euros for compensation to internally displaced persons for lost housing in TOT and 60 million euros for subsidized mortgage loans under the 'Housing for Veterans' program.

Within the framework of URC2025, Ukrainian communities and regional administrations signed a number of partnership agreements with European companies, regions, and organizations. The total value of these local agreements approaches nearly 200 million dollars.

Reminder:

Ukraine and the European Investment Bank signed a financial agreement for 134 million euros for the restoration of transport infrastructure.
