Ukraine Joins EU's Mobile Roaming Zone by 2026
The European Commission has proposed to integrate Ukraine into the "Roam like at Home" mobile space starting January 1, 2026. This initiative will allow Ukrainian citizens to utilize mobile communications in EU countries without incurring additional charges, similar to EU citizens in Ukraine.
The agreement covers calls, SMS, and mobile data at domestic rates, ensuring access to emergency services and consistent service quality. The existing voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
This decision is pending approval from the EU Council. The Commission noted that Ukraine has fully aligned its legislation with EU roaming regulations, which was a prerequisite for this integration.
This marks the first area where Ukraine will gain access to the EU internal market under the Association Agreement.
