Update on Medical Guarantee Program in Ukraine

The Ministry of Health of Ukraine has approved a new list of medications and medical devices eligible for reimbursement. This program allows for free or partially paid access to medicines through electronic prescriptions as part of the Medical Guarantees Program.

The order «On the approval of the lists of medications and medical devices eligible for reimbursement as of August 28, 2025» comes into effect on September 30.

The «Affordable Medicines» program has added 85 new drugs. The main categories are:

• For pregnant women and mothers — 3 drugs;
• Thyroid disease medications — 6 drugs;
• Glaucoma treatments — 8 drugs;
• Pediatric medications — 5;
• Other chronic diseases — 61 drugs for cardiovascular, respiratory, metabolic, psychiatric, and neurological disorders.

The updated list features medications with the following international non-proprietary names: indapamide, latanoprost, levothyroxine, methyldopa, timolol, torasemide, folic acid.

Now, the reimbursement program includes a total of 705 items, consisting of:

• 595 medications;
• 38 insulin products;
• 30 combined medications;
• 42 glucose test strips.

The program covers cardiovascular and cerebrovascular diseases, diabetes (including insulins), chronic lower respiratory diseases, mental health disorders, epilepsy, Parkinson's disease, medications for post-transplant patients, pain management, palliative care, endocrine diseases, as well as medical devices for blood sugar measurement in Type I diabetes patients.

How to use the reimbursement program?

• Consult your doctor to obtain an electronic prescription.
• Visit a pharmacy marked «Here are Affordable Medicines».
• Receive medications for free or with partial payment via the prescription.

Note that from July 1, 2025, the program is expected to operate in every pharmacy in Ukraine.

What to do if a pharmacy refuses you?
If the pharmacy does not have a contract with the National Health Service of Ukraine (NHSU), report it to the Ministry of Health hotline at 0800 505 201. Your complaint will be sent to the State Service of Ukraine for Medicines for further inspection. If the pharmacy has a contract but refuses to dispense Affordable Medicines, inform the NHSU (contact center number: 16-77). It is also worth noting that according to the Reimbursement Order, the sale of medications and medical devices included in the program, as well as those purchased before the updated lists were approved, is allowed at previous prices for 30 calendar days from the start of their effect.
