Ensuring Stable Internet Access in Ukraine

Telecom operators and providers will be allowed to reserve all employees of construction teams who are laying down resilient internet networks using xPON technology. This will keep Ukrainians connected and critical enterprises functioning smoothly. Providing uninterrupted internet is crucial in areas that are frequently shelled and experience prolonged outages.

Following a meeting with operators, providers, and relevant associations, the Ministry of Digital Transformation proposed amendments to resolution No. 76, which were approved by the government today.

To book construction team workers, a company must:

– be listed by the Ministry of Digital Transformation as a critical enterprise involved in building xPON networks;

– plan to construct xPON networks for at least one calendar year.

Mobile operators will also be able to reserve teams that are constructing energy-resilient networks on highways and national roads.

The booking of construction teams will be done through the Diia platform, similar to emergency recovery bookings. The Ministry of Digital Transformation will compile a list of these enterprises, and the conditions for inclusion are currently being worked out. If a provider or operator fails to meet their construction plans, they will be removed from the list, and the booking of workers will be canceled.

Reasons for booking specialists in construction teams:

– government institutions and enterprises critical to the economy and defense capability will operate without delays;

– an additional 1 million families will gain access to stable internet, allowing them to utilize government services, call emergency services, and stay in touch with loved ones;

– conditions for remote learning for students will improve.

The development of resilient telecom networks is not only about providing convenient internet access but also about national security. The enemy attempts to cut off our communication, so the state is doing everything possible to ensure connectivity remains stable despite all challenges. Building energy-independent networks is a key point in the implementation of the strategy for the development of electronic communications until 2030.
