Transforming Government Services: Partnership with ElevenLabs

The Ministry of Digital Transformation of Ukraine has initiated a collaboration with the global leader in voice technology, ElevenLabs. The company will assist in integrating a voice interface into Ukrainian government services, as announced by Minister Mykhailo Fedorov during the IT Arena 2025 event.

"The future belongs to proactive states. Ukraine is already moving toward a model where interactions with the government are reduced to simple requests or voice commands. Our partnership with ElevenLabs, a leader in voice technology, will give our digital services a human voice, making them more accessible to everyone. We have demonstrated our capacity for large-scale innovation, and this collaboration will accelerate our transition to a proactive state where artificial intelligence truly eases citizens' lives," Fedorov emphasized.

ElevenLabs' voice technology is already being used for voicing the digital twin of Mykhailo Fedorov, which operates as a chatbot on Telegram. The twin recognizes voice messages and responds in the same format.

"Together with the Ministry of Digital Transformation of Ukraine, we are giving digital services a clear human voice, starting with the minister's digital twin and later expanding this to Diia and other tools. Our goal is simple: to make government services in Ukraine faster and more accessible for everyone," stated Mati Stanishevsky, co-founder and CEO of ElevenLabs.

ElevenLabs' voice technologies will also be applied to other government services. Plans include integrating voice AI on the Diia portal and app, and innovating in educational platforms, particularly utilizing voice features in state educational applications.

Additionally, plans are underway to implement voice AI functions in the internal tools of the Ministry of Digital Transformation, specifically using AI assistants for onboarding and HR team operations.
