New Measures Against Spam Calls in Ukraine
The Ministry of Digital Transformation is rolling out new tools for mobile operators to combat spam calls and intrusive advertising. This initiative is part of a recent resolution approved by the Cabinet of Ministers of Ukraine on June 25, 2025.
To reduce the number of spam calls, businesses will be required to sign a contract with the operator and register the numbers they can call from. If this requirement is not met, calls from these numbers will be automatically blocked.
Additionally, mobile operators will soon have the capability to block mobile numbers after receiving reports from users about spam calls.
Moreover, the resolution introduces changes to other significant regulations. In particular, users will be able to disable content services independently in their personal accounts, without needing to contact the operator. There will also be full control over expenses available in personal accounts.
Operators must clearly state the internet speed in contracts. If consumers are promised 100 Mbps but only receive 40, this will be considered a breach of contract. Users can also file complaints with the NCCIR or take legal action for lower speeds.
Another important change is the support for Ukrainians in conflict zones. According to the new rules, users should not lose connectivity due to unpaid services, and their SIM cards should not be blocked for non-payment. A free communication package must be provided during the first network connection.
All these changes, including the blocking of spam calls, will be gradually implemented to allow mobile operators the time to make necessary technical adjustments.
