Appeal of Odessa City Council to Central Authorities
Members of the Odessa City Council have appealed to the Verkhovna Rada and the Cabinet of Ministers of Ukraine, seeking urgent legislative action concerning compensation for damaged property in residential buildings designated as cultural heritage.
Apartment owners in these heritage buildings are entitled to compensation under the law; however, existing legal circumstances complicate this process.
Firstly, according to a Cabinet of Ministers resolution, compensation does not cover cultural heritage sites, which significantly hampers the documentation of damages.
Secondly, another resolution that regulates works on cultural heritage sites does not provide a procedure for obtaining compensation but rather simplifies the process for acquiring permits.
Throughout 2024, the executive committee has approached the relevant ministries twice to address this issue, yet it remains unresolved.
Council members reiterate the need for urgent legislative measures to ensure compensation for damaged property in cultural heritage sites.
