Establishment of New Cyber Forces for Ukraine's Defense

09 October 2025

The Verkhovna Rada has supported in the first reading a bill to establish Cyber Forces within the Armed Forces of Ukraine. This legislative initiative was backed by 255 votes.
Bill No. 12349 proposes the creation of Cyber Forces as a military management body capable of involving civilian personnel (cyber reservists) during cyber deterrence activities.
The bill outlines the legal status and operational principles of the Cyber Forces, which will be responsible for Ukraine's cyber defense, safeguarding its sovereignty and territorial integrity in cyberspace.
The Cyber Forces will organize regular training and coordination of cyber reservists to build a sustainable intellectual workforce of motivated citizens of Ukraine.
The status of a cyber reservist does not require automatic military service status for engagement in Cyber Forces; it can be temporary and based on individual skills and motivation.
The primary tasks of the Cyber Forces will include enhancing and effectively using cyber deterrence capabilities, gaining military superiority over the adversary, and weakening their capabilities through operations in the electromagnetic spectrum and cyberspace.
