Revamping the Charter of Odesa Community

The revised Charter of the Odesa community is a fundamental document for local governance, holding primary legal authority among the city's regulatory acts. 

This new version of the Charter takes into account various aspects, including cultural, economic, and social needs of the community, focusing on issues not covered by other legislative acts.

In recent years, significant changes across all areas of life in the city have necessitated updates to the Charter. 

Under the leadership of Mayor Hennadii Trukhanov, Odesa has been actively working on a new version of the community Charter for three years.

The development of the new document occurred in several stages:

Preparation Stage 

Analysis of the existing Charter, identification of shortcomings that do not meet modern requirements, and preparation of a draft of the new version.

Publication of the new draft Charter, collection of proposals and comments, processing, and refinement.

Public Discussion 

Open consultations in the format of online conferences and gathering public opinions. 

Systematization of the proposals and discussion by the working group.

Finalization of the text – preparation and agreement on the final version of the draft Charter.

Main objectives of the new Charter:

• Enhancing compliance of local governance with the requirements of the Constitution of Ukraine;
• Regulating citizen participation in decision-making at the local level (public hearings, initiatives, petitions, consultations);
• Establishing accountability mechanisms for officials and deputies;
• Ensuring openness and transparency in the work of executive bodies;
• Taking into account historical and cultural characteristics of Odesa as a European city.

Adoption of the new Charter aims to create a clear and accessible legal document that will serve as a foundation for the development of local governance in Odesa.

The next step is to present the prepared document to the Odesa City Council for consideration.
