Restoring Driver's Documents During War

05 April 2025

Loss or theft of driver's documents can happen to anyone. In the current challenging situation, as the war continues and people are forced to relocate, it is essential to know where to turn if a vehicle registration certificate is lost.

The key in such situations is to remain calm. Driver's documents can be quickly restored at any territorial service center of the Ministry of Internal Affairs. If the owner cannot visit the center in person, they can issue a notarized power of attorney to another person who will represent their interests.

To restore documents, the owner or authorized person should prepare the following documents:

passport with a registration mark of residence (or an ID card and a residence extract);
a copy of the taxpayer's registration number certificate;
a police report (if the certificate was stolen).
The approximate cost of the service is 350 UAH for administrative services and 540 UAH for a new certificate form. The owner can choose a new license plate for their vehicle or keep the old one. Re-registration and issuance of documents occur on the same day of the application. Additionally, during the re-registration of the vehicle, one can order an electronic registration certificate without the need for a plastic form.

More detailed information about the vehicle re-registration process can be found on the official website of the Main Service Center of the Ministry of Internal Affairs at the provided link.

Please note that services in territorial units are provided by prior registration in the E-Record system or through the terminal located in the premises of the Ministry of Internal Affairs service center.

Consultations regarding the services of the Ministry of Internal Affairs service centers can be obtained by phone at (044) 290-19-88 or on the official pages of the Main Service Center of the Ministry of Internal Affairs on Facebook and Instagram.
