Funding Social Initiatives in Ukraine

Approximately 80% of the total budget will be allocated to healthcare, education, and other crucial social sectors.

Following this, funding for defense forces and the restoration of damaged infrastructure will exceed half a billion hryvnias.

Key areas of focus also include support for veterans and internally displaced persons, economic development, job creation, attracting investments, building shelters, enhancing social services, business support, and modernization of utilities.

In 2025, the priority remains the implementation of state programs "eOselya" and "Affordable Loans 5-7-9" to provide our citizens with housing. The Odesa Regional State Administration will continue to implement a program that compensates 3% interest on mortgage loans for defenders.

For the implementation of regional programs, the draft regional budget for 2025 allocates more than 630 million hryvnias, with 313.4 million hryvnias earmarked for the "Health of Odesa Region" program, 20 million hryvnias planned for the support of Ukraine's Defenders, and over 41 million hryvnias designated for the "Social Protection of the Population in Odesa Region" program.
