Preserving Municipal Property in Odesa
The Municipal Enterprise «Service Center» manages numerous improvement objects throughout Odesa.
Among them are 45 monumental art objects that are not classified as cultural heritage, along with 4 improvement elements at the city entrances.
Additionally, the enterprise maintains 27 fountains and 16 drinking water complexes in Odesa.
Every day, municipal staff begin with inspections of designated areas to identify vandalism and quickly remedy the aftermath.
In the past nine months, around thirty acts of vandalism have been recorded affecting objects maintained by the «Service Center». The most common incidents include graffiti, damage to paving, equipment, and property, as well as intentional or accidental damage to fountain elements.
Experts from the «Service Center» promptly address the consequences of vandalism, restoring and repairing damaged elements, and painting over graffiti.
The Odesa City Council appeals to residents and visitors to take care of municipal property. If you witness vandalism, please report it at: 102 (police).

Article 194. Intentional Destruction or Damage to Property
1. Intentional destruction or damage to someone else’s property that causes significant harm is punishable by a fine of up to fifty (850 UAH) non-taxable minimum incomes of citizens, or community service for a period of one hundred twenty to two hundred forty hours, or correctional labor for up to two years, or restriction of liberty for up to three years, or imprisonment for the same term.
Article 296. Hooliganism
1. Hooliganism, meaning gross violation of public order with evident disrespect towards society, accompanied by particular audacity or exceptional cynicism, is punishable by a fine from five hundred (8500 UAH) to one thousand (17000 UAH) non-taxable minimum incomes of citizens, or arrest for up to six months, or restriction of liberty for up to five years.
2. The same actions committed by a group of individuals are punishable by restriction of liberty for up to five years or imprisonment for up to four years.
