Restoration of Mobile Connectivity in Odesa Region

17 December 2025

Following recent Russian attacks on energy infrastructure, mobile connectivity in Odesa has been restored to 60%, stated Minister of Digital Transformation Mykhailo Fedorov. Engineers from Vodafone, Kyivstar, and lifecell are working tirelessly to maintain base stations using batteries and generators, while also delivering new Starlink terminals to locations where people can access communication services.

Fedorov mentioned that the situation in the Odesa region remains challenging. Mobile operators are making every effort to restore connectivity post-attack. "The enemy continues to bombard our territories, but our specialists are striving to restore communication as quickly as possible," he emphasized.

The engineering teams from Vodafone, Kyivstar, and lifecell immediately transitioned to continuous work mode following the attacks to restore connectivity. In the initial hours, crews maintained communication using batteries, and later switched to generators.

To ensure the operation of base stations, additional teams were formed, including those from other regions of Ukraine, who are refueling generators and repairing damaged equipment. Currently, connectivity in Odesa has been restored to 60%, which is a significant achievement.

New Starlink terminals have also been delivered to connect new resilience points to the internet, where people can charge their devices and access communication. Fedorov expressed gratitude to engineers, energy workers, and operator teams who are restoring connectivity under post-attack conditions.

It is worth noting that over the past three days, energy workers have restored electricity supply to 330,000 households in the Odesa region. Head of the Odesa Regional State Administration Oleg Kiper reported that all critical infrastructure facilities have been connected, but as of the morning of December 16, 288,200 families remain without power.
