New Winter Support Program Launched for Ukrainians

15 November 2025

Today marks the official launch of the state initiative "Winter Support", which allows all citizens of Ukraine residing in the country to apply for a one-time financial aid of 1000 UAH. This was announced by Prime Minister Yulia Svyrydenko via Telegram.
"We are launching the "Winter Support" program, which will provide resources and services to help Ukrainians through the winter season", – she stated.
Starting from November 15, applications can be submitted through the "Diia" app, Svyrydenko reminds.
"Once you submit your application, you will receive confirmation of its processing and payment order. The funds will be credited to the "National Cashback" card. The application deadline is until December 24, 2025", – the message notes.
The funds can be used to pay for utilities, purchase medicines, food, books, and also for charitable donations or postal services.
They must be utilized by June 30, 2026.
Through "Ukrposhta", you will be able to receive the funds starting from November 18, Svyrydenko points out. Pensioners and social benefit recipients will automatically receive 1000 UAH on the special account where their pension or assistance is paid.
The funds can be used until December 25 for purchasing Ukrainian-made goods sold by JSC "Ukrposhta" and for paying for services provided through Ukrposhta branches, including postal services, utilities, and donations to the Armed Forces.
"This initiative is part of a comprehensive package of solutions being implemented by the Government on the president's instructions to support citizens during this challenging winter period amid a full-scale war", – Svyrydenko reminded.
