Ukrzaliznytsia's Plans for Fare Increases

05 November 2025

Due to financial losses, Ukrzaliznytsia has decided to make changes to its ticket pricing for passengers. This was stated by Serhiy Leshchenko, a member of the supervisory board of UZ, during his speech in the Verkhovna Rada.
"We intend to increase dynamic pricing for SV cars and first class 'Intercity'. This is a partial improvement, but not a complete solution," he said.
For the first nine months of 2025, UZ reported a net loss of UAH 7.1 billion, with passenger transport losses in 2024 reaching UAH 18 billion.
To stabilize the situation, Leshchenko proposes not only increasing ticket prices but also internal optimization, including the sale of scrap metal, which is expected to yield up to UAH 10 billion. Additionally, he noted that compensation from the state budget for passenger transport losses will amount to UAH 16 billion.
Furthermore, there are plans for a gradual increase in freight tariffs in two stages - initially +27%, followed by +11%. This could generate around UAH 22 billion, considering the rising producer prices.
