Traffic Violation Fines: Recent Statistics and Insights

According to the Unified Register of Debtors, over 2 million fines have been issued for traffic violations, with 1.5 million (75%) closed without payment due to the inability to collect the debt. As reported by Opendatabot,
the number of unpaid fines has increased by 43% since the onset of the full-scale war.
The majority of unpaid fines, a staggering 92% (1.8 million cases), are attributed to men, while women account for only 8% of the total cases.
Most violations occur among individuals aged 25 to 45 years (64% or over 1.28 million debts). Drivers under 25 account for 13% of fines (approximately 252,000). An additional 23% (around 469,000) of debts are from individuals over 45 years old.
Leading the regions in violation numbers is Dnipropetrovsk region - 211.5 thousand fines (11%). Following closely is the capital - 193.7 thousand (10%), Odesa region - 146.9 thousand (7%), Kharkiv region - 125.9 thousand (6%), and Kyiv region - 106.3 thousand (5%).
Notably, there are record holders for the number of violations. The absolute leader is a 27-year-old man from Vinnytsia with 1056 fines.
It is worth noting that in the first half of 2025, the Unified Register of Debtors recorded 375,810 debts for unpaid fines for traffic violations.
