New Border Crossing Rules for Men Aged 18 to 22

27 August 2025

From now on, men aged 18 to 22 will need to present a military registration document in either paper or electronic form to travel abroad.

This was announced by the spokesperson of the State Border Guard Service, Colonel Andriy Demchenko.

Details: Yesterday, the government approved amendments to the rules for crossing the state border by Ukrainian citizens. The Ministry of Internal Affairs prepared the relevant resolution.

Demchenko emphasized that the document has not yet been published, and final details will be available after the resolution appears on the "Government Portal".

According to the current information, from the moment the new amendments take effect, Ukrainian men aged 18 to 22 will have the right to cross the state border during martial law.

The spokesperson of the State Border Guard Service also noted that this regulation will not apply to individuals specified in points 2-14 of the mentioned rules, meaning those holding specific positions in state authorities. The exit for this category of individuals can only be conducted for official business as before.

Direct quote: "Regarding the ability of men aged 18 to 22 to cross the border, we emphasize that it is necessary to have both a passport and a military registration document, which should be presented upon request by the representatives of the State Border Guard Service at the border crossing points.

The facilitation of border crossing for this category of citizens will begin after the publication of these amendments and their entry into force."
