Oleg Kiper Calls for a Minute of Silence in Odesa Region
The head of the Odesa Regional State Administration, Oleg Kiper, has called on city mayors, local authorities, and educational institution leaders to observe a minute of silence every day at 9:00 AM. This also includes halting all forms of transport.
In his Telegram channel, Kiper reminded of the President of Ukraine's decree from March 16, 2022, which calls for Ukrainians to pause for one minute daily to honor the memory of those lost due to Russian aggression.
"I demand from city mayors, local self-government bodies, district military administrations, heads of state institutions, and all other structures and organizations in the region to strictly comply with this decree," Kiper noted.
There can be no excuses like "forgot," "didn't hear," or "we were busy."

The daily minute of silence is not just a pause. It is a testament to our memory and gratitude to those who gave their lives for Ukraine. It is our moral duty; indifference is not an option," Kiper emphasized.
