Regulation of Ammunition Production in Ukraine

The Ukrainian government has established new rules regarding the production, procurement, and delivery of explosives and ammunition to meet the needs of the Defense Forces during wartime. This was reported by the Ministry of Defense.

According to the defense agency, the relevant resolution adopted on July 16, 2025, titled "Regulatory Issues of Production, Procurement, and Delivery of Explosives and Ammunition," was approved at a government meeting.

"This document sets out the procedures for the manufacturing, purchasing, and supplying of explosives and ammunition, as well as the algorithms and mechanisms for these processes. Amendments have also been made to other resolutions to align them with the new procedures," – the MoD stated.

The resolution states that enterprises already recognized as ammunition producers will continue their operations under the experimental project implementation procedure (approved by Cabinet Resolution No. 763). This ensures that ongoing production processes will not be halted.

Among other provisions of the resolution:

  • All storage certificates for military explosives issued earlier under Resolution No. 763 remain valid during the new procedures. Manufacturers do not need to undergo bureaucratic procedures again.
  • Importantly, any industrial explosives (even hunting powder) used for creating ammunition for the Defense Forces are classified as military explosives, simplifying their circulation and use in defense production.
  • The government has removed administrative barriers for ammunition manufacturers, allowing enterprises with the necessary technologies to quickly ramp up production of ammunition, explosives, and other munitions.
