Innovative Steps in Ukrainian Ports: Launch of the DocPort Maritime Module
The State Enterprise «Ukrainian Sea Ports Administration» has begun testing the new DocPort maritime module, which serves as an equivalent to the Maritime Single Window, at the Southern Port.
The Maritime Single Window system is a digital platform that integrates all administrative procedures related to vessel processing in the port. It allows for one-time submission of information, greatly reducing the time for formalities and eliminating duplicative actions. This leads to increased transparency in processes: all actions are automatically recorded in the system, each stage is easily traceable, and all participants have access to current information.
«The launch of the DocPort maritime module is one of our team's key performance indicators. We are currently testing the first stage of the platform at the Southern Port, with the ultimate goal of creating the Maritime Single Window — a multi-module system implemented in phases. By the end of summer, we plan to launch subsequent modules that will cover nearly all administrative procedures in Ukrainian ports. We are working on two fronts: on one hand, we are launching technical functionalities and tailoring them to real market needs; on the other hand, we are working on implementing mechanisms outlined by European legislation and harmonizing digital procedures with international standards,» noted the head of the Ukrainian Sea Ports Administration, Oleksandr Semyrha.
Establishing a national Maritime Single Window is a direct requirement of the International Maritime Organization (IMO), which mandates all port states to provide a digital platform for information exchange regarding vessel arrivals starting in 2024.
Upon successful completion of the testing phase at the Southern Port, a gradual scaling of the system to all sea ports in Ukraine is planned. Simultaneously with the first functional block testing, the integration process with the information systems of the State Customs Service and the State Border Guard Service of Ukraine will begin to ensure full interaction among all members of the port community.

- Meeting conditions for full integration into European and global maritime logistics
- Synchronization of state services
- Compliance with mandatory IMO requirements for MSW implementation effective from 2024
