Meeting Outcomes at Odessa City Hall on Medical Guarantees

On February 26, 2025, an important meeting took place at the Odessa City Hall, involving the leadership of the Health Department, representatives of the Southern Interregional Department of the NHIF, and medical institutions.

Denis Chornyi, head of the Southern Interregional Department, emphasized that Odessa region is among the leaders in Ukraine in terms of contracts signed under the medical guarantees program.

During the meeting, the current funding for the program was discussed, new service packages were analyzed, and changes in funding streams were reviewed. Notably, the base rate for primary healthcare services was increased from UAH 786.65 to UAH 844.4. The situation of patients who hadn't sought medical assistance for three years was also discussed, along with an analysis of medical institutions.

New working algorithms and funding mechanisms for expert teams assessing patient functionality were also explored. Special attention was given to mental health services at both inpatient and outpatient levels, as well as community services. New initiatives for veterans and the expansion of the government program for reimbursing medicines “Affordable Medicines” were presented.

“For three years, Ukraine has been enduring difficult times due to the full-scale war, and throughout this period, funding from the NHIF for medical services has been consistent and timely. This has helped to ensure the stable operation of the city healthcare system,” said Levon Nikoghosyan, director of the Health Department.
