New Health Agreements for Ukraine at URC2025
During the fourth Ukraine Recovery Conference (URC2025), Ukraine established several agreements in the healthcare sector totaling over 75 million euros.
This was announced by Health Minister Viktor Lyashko.
Investment in Healthcare: Over €75 Million
“The first day of URC2025 yielded impressive results for our healthcare system: 7 agreements totaling over 75 million euros,” Lyashko stated.
He noted that the Ministry of Health team achieved significant agreements with international partners, including grants, concessional loans, investments, and technical assistance.
These funds will be allocated for implementing projects in accordance with the Strategy for Healthcare System Development until 2030.
Key agreements include:

31 million euros – for long-term projects with Enabel, focusing on hospital modernization, rehabilitation, telemedicine, and training medical teams.

30 million euros – a concessional loan from the Italian government for the construction of a regional children's hospital in Odesa.

11.5 million euros – a new joint project involving the EU, Enabel, and WHO in collaboration with the Ministry of Health, aimed at supporting the transformation of the healthcare system.

620 thousand euros – a memorandum between the Lviv City Council and the government of Lithuania for creating a mental rehabilitation space for veterans.
New MOH Agreements: Investments in Medical Infrastructure
In addition to the aforementioned agreements, several other important documents were signed.
In particular, memoranda were signed with Expertise France and Enabel regarding the restoration of medical infrastructure and training qualified personnel.
A joint statement was also signed with the Council of Europe Development Bank to support the Ukrainian National Center for Motherhood and Childhood.
An investment agreement was reached on the localization of pharmaceutical and biotechnology production directly in Ukraine.
Additionally, a memorandum was signed with Ellipse Projects SAS to cooperate in the rebuilding and modernization of medical infrastructure.
