New Opportunities for Reconstruction: Construction Compensation

A new section dedicated to construction payments has been added to the "eRecovery" program in the Action app.

"If your home was destroyed due to hostilities, you can build a new one on your land — with state compensation within the framework of the "eRecovery" program," the statement reads.

This service is available to those who lost their private homes as a result of hostilities and own a land plot where they can build a new house. Construction is permitted on your land in areas not experiencing active hostilities.

To receive compensation:

1. Submit an application for compensation via the Action app or at the local administrative center. After consideration, the amount of compensation will be assigned and reflected in the Action app.

2. Register the commencement of construction works on the Action portal or at the local administrative center.

3. After receiving the compensation, cancel the ownership rights to the destroyed property.

4. Submit a request for fund disbursement in the Action app: Services → eRecovery → Construction Payment.

You need to update your bank details and select the construction object according to the previously submitted notification.

Payment is made in two installments of 50%. The first installment must be spent on 90% of its value and confirmed in the Action app. It must be used within 18 months, and both installments must be used within 36 months from the date of receiving the first one. Otherwise, the payment will revert to the state.

Reminder:

Through the Action app, you can submit a claim to the Damage Register for compensation for emotional pain and suffering due to the disappearance of a close family member.

Ukrainians affected by Russian aggression since February 24, 2022, have been given the opportunity to submit six additional categories of claims through the Action app to the international Damage Register.

The Action app has also added an extract from the Register of Damaged and Destroyed Property regarding the fact of housing destruction or the submitted application for eRecovery.
