The Launch of New Barrier-Free Initiatives in Ukraine
The first meeting of the National Council for Barrier-Free Access recently took place, featuring government officials, international organizations, and business representatives. The focus was on implementing flagship projects in the area of barrier-free access.
Starting in 2023, all government websites and mobile applications must meet modern accessibility standards, enabling individuals with disabilities to use digital services more comfortably. To support this initiative, a Center for Digital Accessibility Competence was established on the Diia platform in August 2024, providing training and consultancy.
Digital education is another priority. The Diia.Education platform offers over 200 educational series with subtitles in Ukrainian and English. Special attention has been given to courses on digital accessibility, such as "Web Accessibility" and "Barrier-Free Literacy." Additionally, 20 courses are available in sign language, and all images on the platform include alternative descriptions for visually impaired individuals.
To ensure that digital barrier-free access is enshrined in law, the Ministry of Digital Transformation is preparing a legislative proposal. It is expected that the document will be submitted to the Verkhovna Rada by 2025.
Barrier-free access is also crucial in Administrative Service Centers (ASCs). In the last two years, conditions for individuals with disabilities have improved by 16%. Currently, ASCs are equipped with technologies for serving visitors with visual and hearing impairments, as well as convenient spaces for the elderly and families with children. In 2025-2026, the launch of the "Barrier-Free ASC" project is planned.
Digital barrier-free access is not just about technology; it is also about respect, comfort, and equal opportunities for everyone. The Ministry of Digital Transformation continues to work with partners to create convenient and inclusive digital services.
On the initiative of Ukraine's First Lady Olena Zelenska, the National Strategy for Creating a Barrier-Free Environment in Ukraine until 2030 has been approved.
