New Frontiers in Communication: Kyivstar and Starlink

The mobile operator "Kyivstar" has successfully completed testing its SIM card within the Starlink satellite network, marking a significant step towards the implementation of Direct to Cell satellite communication technology in Ukraine. This was reported by the company’s press service.

The testing took place in a partner laboratory in the United States. During the trial, the "Kyivstar" SIM card was able to synchronize with the Starlink network, and the system correctly identified the subscriber and processed the signals. This confirms the technical readiness of the network for satellite communication integration.

"Kyivstar has become the first company in Europe to sign an agreement with Starlink for the launch of Direct to Cell, thanks to our strategic approach, technological readiness, and the determination of our team. We have been following the development of this technology since 2021. In times of war, when communication is critically important, the company decided to invest in Direct to Cell," said Ilya Polishakov, Director of New Business Development at "Kyivstar"

The Direct to Cell technology enables mobile coverage to be provided directly from satellites to standard smartphones without the need for specialized equipment. In the future, it will complement the terrestrial infrastructure of "Kyivstar" and allow users to remain connected even during complete blackouts or in hard-to-reach areas like mountains or rural locations.

The next step will be field testing of Direct to Cell services in select locations across Ukraine, which "Kyivstar" plans to commence in the summer of 2025. During the initial phase of service testing, "Kyivstar" specialists will check the text messaging capabilities.

Additionally, the Direct to Cell service will be available to all "Kyivstar" subscribers who have a smartphone and a 4G-compatible SIM card. The company emphasizes that satellite communication will not replace the terrestrial network, but will play a critical role in emergencies.

It is worth noting that "Kyivstar" and Starlink signed an agreement regarding the use of satellite communication in Ukraine in December 2024. In March 2025, the NCCIR provided "Kyivstar" with code "707" for satellite mobile communication.
